Administration is determined action taken in pursuit of conscious purpose. It amalgamates labor and material in order to gain that which is desired at the lowest expense. Sound administrative system has vital significance in running the affairs of an organization, being its integral part and District Judiciary Shangla is no exception. Out District Judiciary has exemplary administrative setup where every official has been assigned the task as per his caliber and administrative acumen who on turn, utilizes his potential to the best of his ability. Every official of the hierarchy acts like a cementing agent, augmenting the output. 

Every organization needs to have a strong Administrative System to carry out its daily business, and District Judiciary, Shangla is no exception. We have a very well defined administration setup, divided into several components (offices) which perform their assigned duties in accordance with the prescribed rules and procedures.

A brief introduction of established offices is as under: ­

Superintendent Office

This office of Superintendent is a hub of the District Judiciary, which works under the directions of District & Sessions Judge. All the administrative affairs with the District Offices are dealt with by this office, including monthly meetings, receipt of appeals, plaints and petitions, checking of accounts branch and Process Serving Agency. All kind of correspondence including checking and verification of copying account, general supervisions and placement of the staff, maintenance of stock register, laison with the District Judicial Officers and other District officers, casual leave of Judicial Officers and staff as well as correspondence with the High Court, is the hallmark of this office. Being adept in the procedure, the Superintendent heads the clerical fraternity of district Judiciary.

Accounts Branch

Accounts branch dealt with the maintenance of all the accounts-related tasks of Sessions Court which includes all the financial and budget matters like monthly expenditure statements, periodic accountancy proformas etc.

COC Office

COC stands for “Clerk of Court”, who unlike Superintendent, is under the direct command of Senior Civil Judge. Like the office of superintendent, this office looks after such matters as placement of staff at different offices/courts, maintaining record of judges & staff members, machinery, furniture & fixtures as per directions of the Senior Civil Judge. Under the hegemony of SCJ, the COC corresponds with the Accounts Office in salary, GP fund matters etc.

Process Serving Agency

The branch consists of Civil Nazir, Naib Nazir, Bailiff and Process Servers. These officials comply Court Orders by acting as Executing Agency. The service of summons & execution of the Court orders is the sole responsibility of this office, carried out through Process Servers & Bailiffs. The Bailiffs and Process servers with the help of local Police arrest people who are required to Court, either as Court witness or absconders etc.

The whole PS agency is under the command of Civil Nazir and his duties are to keep record of accounts, depositing diet money for witness, pre-emption amount and succession amount etc. It is the Civil Nazir who regulates the revenue generated by Civil Courts.

Copying Branch / Record Room

This branch provides attested information of the Court orders and other relevant record on payment of the required specified Government fee. The scanning has also been started in order to digitalize the whole record (since 1996) so that the public may facilitated.

Litigants Facilitation Desk / Information Kiosk

The Right to Information (as per rule) is the constitutional prerogative of every individual and there is no legal embargo to provide information about cases to the public at large after the Right to Information Act.  District Judiciary, Shangla is a step forward in recognizing such right of information and has taken initiative of scanning the whole record/case proceedings of the entire Courts. Though, the branch would be completely functional very soon, however, at present, one can obtain Cause List / Knowledge of proceedings as well as Judgement informations through online facility.
